    The story, if you read it, actually wants to clarify whether a shot fired by a player that ricchocets off another should count as the shooters goal or an own-goal by the defender. Own goals should be those where the ball is from a deliberate play of the ball. Sticking one's ankle out and the ball taking a bad bounce shouldn't go down as an own goal

    A deliberate play on the ball, which ranges from an errant backpass to sticking a leg out purposely to try to block a shot should be considered an own goal. Otherwise, chalk it up to bad luck for a defender who takes a ricoochet off the back or something along those lines. Although the arguement could be made for any shot originally aiming to miss the net and deflected by any means back into the net might be an own goal.
